Tesla Wins Approval to Launch FSD (Supervised) in Croatia

The regulatory dominoes across Europe continue to tumble in Tesla’s favor. While continental regulators in Brussels are dragging their feet on a unified European Union vote on Full Self-Driving (Supervised), another member country has officially welcomed the technology on its own terms.

The latest green light comes from the Adriatic coast. Tesla’s official EMEA account on X announced the milestone, confirming that FSD has been approved in Croatia and will start rolling out soon.

Croatia marks the eighth European nation to authorize FSD. One more, and Tesla’s self-driving tech will have been independently approved for use in one-third of the European Union before any kind of proposal for bloc-wide adoption is even discussed. It also marks the third regional approval this month, following in the footsteps of Czechia and Slovenia.

Tesla’s strategy of pursuing bilateral, country-by-country approvals is proving effective. By leaning on the regulatory exemption framework established by Dutch vehicle authority RDW earlier this spring, Tesla is bringing FSD to owners across Central and Northern Europe who have been waiting years for it.

With Croatia on board, eight European nations have officially okayed FSD (Supervised) for use on their roads:

• Netherlands

• Lithuania

• Estonia

• Denmark

• Belgium

• Slovenia

• Czechia

• Croatia

What’s Next for FSD in Europe

Tesla is actively working with Irish regulators to add Ireland to the list, so the Emerald Isle could be lucky number nine. Italy has also been in deep talks with Tesla for FSD approval. As for blanket approval across the EU, Brussels has delayed a vote on bloc-wide adoption from October 6 to December at the earliest.

Localized momentum is moving much faster than the EU’s central schedule, and Tesla will need a qualified majority of at least 15 countries in favor of FSD approval to succeed in the final vote, whenever it does take place. Notably, some member nations are also trying to block FSD’s path. Sweden has urged the EU to reject FSD due to a feature it says encourages overspeeding, and France has raised similar concerns.

Tesla’s Localized FSD Rollout

When downloads hit Croatia and neighboring Czechia, owners will receive a custom European build of FSD v14. It incorporates local regulations and drives a bit differently than the North American version to account for local traffic. Like every other European country to get FSD so far, the initial rollout will be limited to Hardware 4 (AI4) vehicles. Owners of older Hardware 3 vehicles will have to wait until Tesla starts rolling out FSD v14 Lite in Europe.

With each new country that signs on, Tesla builds on its real-world safety record and makes it far harder for hesitant EU officials to reject FSD when the bloc-wide vote finally takes place.
