How and who decides who gets updates and when..I always seem to be 10 updates behind

I almost always get mine when the NotATesla counter shows about 33% of users for the FSD update. I was waiting for V11.3.2 but it stalled at 25-30 and i never got it. I got V11.3.4 at about 33%. same for V11.3.6 yesterday.

Yup..got 11.3.6 last night as well..
