I would hope that if they do redesign them to stay ahead of the new legislation that they would then willingly do a recall of sorts to at least make the cars already on the road better. But I doubt that will happen, especially since it would likely be millions of cars that they would have to retrofit.

This doesn’t affect the cars that are already on the road as they are grandfathered in, that would cost billions and a decade of back logs.
