I expect more to come from the NHTSA investigation than Tesla themselves at this point. If the NHTSA deems Tesla's camera system to be insufficient for full autonomy, especially in inclement weather, then this means Tesla will likely have to shift in its approach to FSD. This will also likely mean that it will have to recall a ton of vehicles in the process to remediate issues on older hardware versions, or maybe even re-enable previously disabled hardware on older vehicles. The questions will be how Tesla will approach the results of this investigation, if the NHTSA does come to that conclusion. Especially if it basically makes it unlikely for Tesla to be able to continue operations of the Robotaxi network or its expansion without first solving that problem.

Furthermore, what will it mean for all other HW4 vehicles, if it comes to the point that they are also deemed unsuitable for full autonomy? Will this mean that Tesla somehow will have to recall and retrofit all these vehicles with radar, or some other sort of sensors?

A very tricky and bumpy road ahead in the autonomy landscape, and it is looking very rough for Tesla right now in every aspect.

As a side note, let us not forget that other autonomous vehicle companies also are not without their own faults and issues. This issue is not exclusive to Tesla, but I feel as though it is more important due to the amount of vehicles Tesla has in their fleet globally, and because they are regular consumer vehicles.
