I hate to say it, but I agree with the NHTSA here. There are a few times that I have come across older Model 3s and Ys that are blindingly bright. I think most of it isn't due to just the brightness of the headlights but also that they are aimed a bit too high. This is especially dangerous on really dark or poorly lit roads/highways.

i must agree with NHTSA as well. occasionally, while driving, i encounter a car with blinding headlights. in my mind i think “what fool is driving around with their high beams on? oh, it’s a Tesla.”
